I believe the punishment is too much, and it looks like it's just trying to make an example to dissuade future rule breakers.

It sounds good to me, particularly giving 1 guild full control of who gets buffs for 1 week then switching to another guild, that way the burden of distributing buffs properly is on the guild, not based on the availability of appointed officials.
