ALLIANCES WITH NO CITY:
This means alliances that do not have a city of any level, are open targets for looting.
Separate to the above, there are also discussions to include special 'affiliate' alliances, where they are created for the sole purpose of private looting. Any alliance that has one of these 'private looting' alliances, are encouraged to have members parked close to their primary alliance.
