This player attacking my base 13x and ignoring state rules. I believe as an R4 he knew well about rules and regulations but he still breaking the rules that clearly stated in President mail for NAP and no atk Alliance with city. So who breaks the rules need to get punishment for a lesson and repent.

Is there nobody in your alliance who can attack them? 13x means this is deliberate disregard for rules of the state, and if they retaliate/reinforce this player, it means they know and don't care as an alliance, so you are well within your rights to ask help from other alliances. If no one helps you, or if they help ktl, it means state management is a bunch of hypocrites who will let small players suffer so lolap and his bloodthirsty friends can have their fun.
