Construction buff 15% speed calculation V1.1

Earlier in the week, there was a discussion in world chat on how much time is really reduced when you have the construction buff, some said it was hours and some said it was days. So I did a bit of calculation on how much time you actually reduce based on the buff you get,
Construction buff = 15% speed
Administrative commander = 20% speed
I would say a time redcution by roughly 17H with 15% and 23H with 20% is not bad, and is highly recommended to have one before constructing anything.
The game takes into consideration your construction speed before you hit build. And this construction speed buff persists on the building you used the construction buff on even when you lose the buff.
