Declaring war
Earlier there was a discussion of top 10 needing to discuss with each other before waging war, and the ones that arent in the top 10 are free to wage war with anyone including the top 10, could we add it to the rules as well?

perfect opportunity to discuss the framework of how it is written.
Anyone want to write something up here, so we can perfect the wording, before it put onto the website?

something along this line
1) Top 10 alliance in server 54 should agree between themselves for any war to break out between them
2) Alliances that are not in the top 10 are free to wage war with any alliances in the server to promote growth.
3) Top 10 alliances can be challenged by ones not in the top 10, if they arent strong enough to hold their territory then other alliances can grab it to grow stronger
questions that needs to discussed:
this is as far as i understood from wild cat, but we need a structure does the attacking alliance inform the defending alliance or they ninja attack?
involvement of allied guilds (tbh this would create drama),
no army/siege buffs on the said attacking/defending team for sake of fairness
also to inform the prez/first lady before war happens....

Adding to the proposal, during city sieges, attack on head quarters of a player, is absolutely prohibited. Only tanks and city you are targeting are in play.
During state vs state, burning other state's hq is always recommended.

Update Procedure Before the Attack: An attacking alliance must formally notify the defending alliance at least 48 hours before the start of hostilities. The notice could include justification, maps of targeted areas, and a regulation for the maximum military forces that can be involved.
Limits on Military Action: Specify that sieges and military actions are restricted to specific locations (e.g., only strategic cities or areas). Prohibit attacks on players' personal headquarters to ensure fair and impersonal engagement.
Allied Guilds: Consider allowing allied guilds to participate under specific restrictions, such as limits on military involvement or only when attacking the same target.
Mediation for Dramas: Establish a neutral dispute resolution mechanism to prevent dramatic situations between alliances. Perhaps an independent team made up of server members.
Leadership Notification: It's useful to include a rule that the leadership of each alliance (president/first lady) must be informed of any war and approve the action before it is executed.
