This thread is for discussing and formalizing the OUTLAW RULE - before being voted on.

In general i consider its a good ideea, but how to we keep this outlaw list ? As you see there are not so many members registered, maybe it would more substantial for a presidential email as a weekly basis ?

A new thread as outlaws? an admin who maintains it everyday? or will it be compiled from name and shame? and after how many strikes on the name and shame would he or she be listed as an outlaw?

We also need criteria. What makes someone an outlaw, what we can/can't do to outlaw/s, and what they need to do to clear the outlaw status.

Let me rephrase it

First thing to do is
1. Make it compulsoary for top 20 alliance leaders to be in this forum.
2. They'll be charged with job of maintaing list of rule breakers.
3. Create a forum where we see 20 alliance leaders comments, and see their players count of rule breaking event
4. After that is done, anyone who reaches rule break = 3, they will get kicked and an annoucment could be made by the president each day. As president only gets (i think 2 mails/day) president can make an announcement of warning not to accept this fugitive person in any alliance due to rule breaks. [Caveat : People can change names, to break rules multiple times]
For eg: If i break any rule Lilith should write it down in that forum :
un1 warmcuddles - rule break : 1

Next time if i break they go to same forum edit same comment
un1 warmcuddles - rule break : 2
un1 Blade - rule break : 1

Similary each comment will represent each alliance.

there should only be one comment per alliance.
5. I know not many of you will not agree with me that we kick on 3rd rule breaking, you can make it 1 (but i suggest warning and demote first, because some people are hard headed) as well, and it'll be too much hassle. I have a life rule (It works), "when you're sailing a ship always carry 3 compass, one unreliable compass is an anomaly; two suggest confirmation; so if one is broken looking at two, you can tell which one is broken." It works on most of the things in life.

6. After kicking, that person becomes an OUTLAW,

7. Now once a person becomes OUTLAW, we should also give them chances to come to the good side and abide by the rules (So for starters keep the punishment to 3 days, slowly increasing to 1 week, then 2 week, 3 week)

8. There should be another forum by alliances leaders which they should maintain for outlaws who changed.

Now coming back to non-alliance rule breakers, If they break any rules, for that they'll be attacked multiple times.... from all the alliances.
before attacking give them 1 day time to reply and ask them if they are going to continue doing it or not.

For this non-alliance fugitive we'll create a separate forum where anyone can post the name of person.
I'll volunteer to manage that non-alliance list, if nobody's doing it.

They can also go to good side if they start to abide by the rules.

With there being a new rule every day, this is a terrible idea. Alliance Leaders being responsible for making their members outlaws is also not a good idea.
They won't follow through, or they will choose who to write up or not. This is only making what Lolap tried to do to Aliyah legal; Which was bullying someone until they were forced to stop playing.

I'm not sure who's voting on these rules because I know I'm not. You're having only leaders votes and speak for the majority, which is not democracy.
