Are rules only for the weak

Are all these no attacks within state only for newbies or weak HQs. I myself was thought a lesson for a wrongful attack within state by one of the top alliances. But, today in spite of so much discussion going on in chat and forums about rules. They are attacking our trade trucks.

Leaders or rulers should look into this and make sure they don't just attack rule breakers from other alliances but also take strict action on their own alliance.
