To maintain fairness and order within State 54, the following punishment policy is now in effect:

🔹 Offenses Include:

• Attacking occupied mine tiles
• Attacking mines melee
• Looting State 54’s trucks
• Attacking HQs belonging to alliances that own cities

🔹 Penalty:
For every single attack, the offender will face five retaliatory attacks.

🔹 Procedure:

• The victim or a designated representative may carry out the punishment.
• If a representative is used, their name must be mentioned.
• Before executing the punishment, the recruiter of the offender’s alliance and the Vice President must be informed.
• The R5 (leader) should be notified if the alliance has no recruiter.
• Once notified, there is no need to wait—the punishment can proceed immediately.

⚠️ The retaliation must be carried out within 24 hours of the offense.
