2. They'll be charged with job of maintaing list of rule breakers.
3. Create a forum where we see 20 alliance leaders comments, and see their players count of rule breaking event

My suggestion would be to not loot any alliance that has city.
Low in number easier to see on map (top 10 alliance probably got cities)

FB5, UN8, GUM, Un2, un7, un3, 519, odr, 10l, 2nd, 1st, llk, opun6, gmy, fb3, un4, fb4, un5, fbl, fb2, un1, kob

22 alliances are in this list, easier to ...

Also if you try to do it, at the same time of full prepardness
-Increase structure power by 10 points, you'll get points for both
