I think both options are problematic because you have to look up a list, and someone needs to keep editing it regularly to keep it updated. If we instead decide that any alliance with fewer than X (40?) members can be looted, that would be easier — since it's visible and tracked directly in the game, you just tap the name and look at the alliance stats.

My suggestion would be to not loot any alliance that has city.
Low in number easier to see on map (top 10 alliance probably got cities)
FB5, UN8, GUM, Un2, un7, un3, 519, odr, 10l, 2nd, 1st, llk, opun6, gmy, fb3, un4, fb4, un5, fbl, fb2, un1, kob
22 alliances are in this list, easier to look on map before looting, in this game 90% people do'nt know which are top 10 alliances and how to know which are.....

what about the alliances which are protected by the holding of a city alliance ? , its also shimmering to the first vote, the rest of the alliances which are not top 20 might be affiliated with the alliances that are top 20 .

It would be good to put in those Alices that can be looted because there are few of them.
